
William Torres Jr. is a seasoned emergency services executive and nationally recognized leader in EMS Management, Life Support Education, Emergency Medical Dispatch (EMD), and Emergency Preparedness and Management. With nearly four decades of experience across municipal, hospital, and private service models, he brings a rare combination of strategic vision, operational expertise, and people-centered leadership to organizations navigating complex emergency care systems.
Currently serving as Director of Emergency Medical Services and Emergency Preparedness at Bitterroot Health in Hamilton, Montana, William leads and supports more than 65 licensed EMS professionals while overseeing system-wide preparedness, safety, and compliance initiatives. He is known for building resilient, high-performing teams and for aligning operations, finances, and culture to achieve sustainable growth. His leadership has driven major initiatives such as multi-year strategic planning, expense control, overtime reduction, and the successful transition from paper documentation to electronic medical records.
William is deeply engaged in regional and statewide emergency preparedness and trauma systems. He represents his organization on numerous committees, including revenue cycle, trauma, corporate compliance, and emergency preparedness councils, and serves in key leadership roles such as Hospital Emergency Management Committee Chair and Executive Member of the Western Healthcare Coalition.
Prior to his work in Montana, William spent 24 years with an urban Fire Department advancing from EMT to Station Commander. His experience includes leading large field operations, directing paramedic education programs, coordinating American Heart Association training for thousands of EMS and fire personnel, and serving as Dispatch Commander for one of the nation’s busiest Emergency Medical Public Safety Answering Points. His background in emergency medical dispatch, quality assurance, and system oversight provides him with a comprehensive, end-to-end understanding of emergency response operations.
A Nationally Registered and Montana-Licensed Paramedic, William holds numerous instructor credentials, including Advanced Cardiac Life Support, Basic Life Support, Incident Command System (L449), and Lead EMS Instructor Endorsement. He is also certified in Equal Employment Opportunity Studies through Cornell University and has served as an EEO Officer and Investigator, reinforcing his commitment to ethical leadership, workplace safety, and inclusive organizational cultures.
